P.S. Have information from another forum, the waiting time for EEA 4 is getting better, 3-4 months, even one lady received EEA4 in 2.5 months!

As part of the EEA3 and 4 applications, they ask people to sent bank statements in order to prove you have resided in the country. Are you sure 28 days rule can be applied to applications under EU legislations? I know, that is a rule from UK law, and it is not clear whether it is applicable to European applications.
