At this moment of time there is absolutely no information about that. I remember that Tories supported transitional measures in Labour's immigration changes in 2009 (which they now cancelled) - so hopefully they will do the same now.

I don't want to sound too pessimistic, but the term temporarily may as well be applied to entire Tiers 1 and 2 - as holders of these come to UK under time limited (temporary) permits.

Any idea whether this will affect existing ILR holders who are going to apply for citizenship? :(
And if the whole things needs to be approved by parliament - would it be stopped if Lib Dems rebel against it?

Strange question... yes, people on Tier 1 can earn £500 a day (or even more) as contractors - but obviously it depends on skills and experience.

Also, I'd imagine that after one will deduct taxes, NI, fees to the agency/accountant, etc - the real number will be less attractive.

There is no luck in that at all - somehow most people are wise enough to select a good career for themselves (and in any case it is never too late to retrain/relearn). And in some EU countries (like UK) there are ways to get work permits that are not linked to particular industry - just to one's suc...

Well, I actually meant it as "people who do not specialize in some specific area of technology" - generalists, who tend to be paid less. But yeah, if it goes like that for a couple more year - I fear that IT will be synonymous with minimal wage.

How easy or difficult it is with the market ? IT jobs market is overcrowded and very difficult at the moment - and it will only get worse in the next 1-2 years. A friend who works in recruitment agency says that vacancies for non-specialized roles like analysts or PMs tend to attract insane amounts...

There is no point. No recruiter will deal with someone without a work permit - especially considering that with the cap on those you are far from certain to get one!
