Since your wife applied for WRS only in May 2005 she worked ilegally during Oct 2004 - Apr 2005 and as such HO doesn't count this period towards 5 years qualifying period.

What about bank statements? They are normally accepted as proof of address. Register with GP locally and see if you can get some sort of letter. Join a gym - they normally send some letters. My understanding naturalisation on the basis of residency is at discretion of the Secretary of The State.
