Did they not give you any reason? Is EU citizen exercising her/his EU treaty rights? If you don't want your application to be reviewed then you don't have any choice except re applying.

I think OP needs to apply for permanent residence card after completing five years and he have to apply for Naturalization one year after PR. (correct me if I am wrong)

Probably someone applied for EUTR (Join spouse or accompany spouse) thats why its there.
The Only way to get the decision is a letter which department of justice send to inform the applicant.

I think these are the decision for those application which are submitted into Irish embassies from other countries.
Decisions for EUfam are not published on any web page.

Yeh if you will apply again then you will be refused under 320 7(b) and you will be banned for 10 years.
You can appeal against the decision and try to prove them you didn't do that intentionally and decision may be overturned.
