Sometimes you need to sign. Sometimes they just slip it in. Depends if the delivery man feels the letter box/house to be secure.

You were wrong. There is no need to exercise treaty rights when not present in the UK. However, you are allowed upto 6 months of absence in a year (12 months in certain circumstances).

You need to wait 1 year from obtaining PR status not from obtaining the certificate (although waiting for 1 year after the certificate will cut the paperwork required). See Q1, Q5 in the FAQ (link below).

Yes you will. As you will need to apply under the UK immigration rules (using your PR status) and not using EEA regulations (as you are not EEA).

The correct answer is either.

Section 1(3) is entitlement (i.e automatic approval. No need for HO discretion). Section 3(1) is application at discretion so better to apply using 1(3).

There is no appeal process for citizenship. You can ask for reconsideration (£80 fee). Why did you think the children will receive citizenship? Not entirely correct. Several countries (including the UK) would issue you an additional passport in certain circumstances.

Sometimes it's better to be smart than right. The form is not legally required but on other hand the legal requirement is for to issue it within 6 months. I would try to make it easier for the HO. Just fill in the relevant section in the new form.

PR status is obtained automatically. PR Confirmation is obtained after making an application.

Her past history doesn't matter. Once she complete the 5 continuous years, she obtain PR. Answering that she entered earlier than the 5 years (and not exercising treaty rights then) will not affect the application.

Well in the form AN Q2.4 - how did you exercise treaty rights? Did he answer by employment or studies? If he stated employment, CSI not required. If studies, then the HO would expect to see CSI.
