If you don't live in the UK, there is no need to be self sufficient. What you do is irrelevant (although the form does ask for financial information which you don't need to answer). Well in the form AN Q2.4 - how did you exercise treaty rights? Did he answer by employment or studies? If he stated employment, CSI not required. If studies, then the HO would expect to see CSI.

You will need a passport for the little one. A birth certificate is not enough. Strictly speaking a visa is not required although might be easier to get a schengen visa (if required).

If I were you, I would just skip the application and get the stamp at the border. Would be quicker and saves you all the forms (and trip to the consulate). See Q1 in the FAQ (link below).

Once in the UK, she can apply for a 5 years Residence Card.

Please note that there is a difference between obtaining PR status (that happened automatically after 5 years if married to EEA national exercising treaty rights) and obtaining PR card (following an application). If you have a document certifying Permanent Residence following EEA3 application, and this was issued more than 1 year ago, then you can skip 2.4-2.6

Are you British from birth? Were you born in the UK? Unlike Australia, the UK doesn't require British citizens (from birth) to register to obtain their citizenship. It is granted automatically (to children born abroad to British citizen not by decent)

The problem is not getting into the UK (the CoA would do that job) but to get the border. If you drive from Paris, you should be fine. Most people asking for a passport either have a valid Family Permit or dont need a visa for the UK.

Are you a visa national? Then you will either need a RC, EEA Family Permit or travel by land (as airline will not let you board without a visa). Under EEA Regulations this is called Permanent Residence (PR) not ILR (which is under the UK immigration rules). You have obtained PR status automatically after 5 years (Nov 2014) if your wife has been working for 5 continuous years. See the FAQ for more details.

No. Treaty rights are not needed after PR or ILR.

After ILR you are not dependant anymore.
