Probably won't affect you at all. It's only a consultation so nothing is certain and they plan on making changes in April 2012 anyways.

Have you been absent for 10 days in a row? Most universities have a policy in which they notify ukba when an overseas student is not attending for a significant period of time. Regardless of results, attendence is important.

Have you perhaps completed a bachelors degree?

You need to apply using flr(m) which tells you what documents are required. In addition to that list, you should supply evidence that you've been attending all of your classes and progressing on your course. Your department can assist you with this.

They won't refuse you if you provide a lot of evidence of strong ties to Singapore. If you come with nothing, it's very likely you'll get bounced.

The UK does not care about your use of other countries' resources. If you're American and you were entitled to medicaid at the time, there's nothing wrong with that. Just make sure that you have enough money for your course and living costs when you apply for your tier 4.

It's still there. When you're on the electronic form page it has a link to the paper one in case you prefer to fill it out w/ a pen.

OP, the only way you can have a definite approval is by applying from the US otherwise you're at the mercy of the ECO's discretion. Wouldn't it be easier to just apply from your home country? Then it doesn't matter if you haven't attended classes. Everything else for a spouse visa in your case is solid. No need for lengthy appeals and such that way.
