The OP can apply under 14 year long residence. It doesnt matter if the OP was served removal papers .The 14 year long residence is for overstayers category..Please refer to the homeoffice guidelines. You just need to spend 10 years in any category. So if you switch to a work visa, you can still apply for ILR after 3 years rather than the 5 years as you will be eligible for the Long Residency ILR. My advice would be to try to switch to Tier 2 if you can, because you never know if the Long Residen...

a visa cannot be deactivated or activated...

in your case:

activated = valid visa
deactivated = cancelled visa.

his visa has been cancelled, to return he wll have to make a new application.
