It's shocking that an ECO can refuse an application based on the fact that phones were picked up to verify one document, and labelled that as ''deception'' while every other documents in the applicaction are verified to be genuine.

As far as I know, they are qualified Immigration Solicitors. Any application could be refused, it does not matter who's your solicitor. Having said that, if you are not happy with your solicitor, you can always look for any OISC approved one(sometimes through recommendation).

Why not sort the tax issue out and find out if there's a way to register/legalise your marriage in Spain, then re-apply, you have nothing to loose, it's free.

I believe the EEA rule is still your best option, compared with the UK immigration rule.
