I think the ECO got it really wrong. Para 320(7B) should not apply to you as a result of your overstaying in the UK. I believe you've got a very good chance on appeal, I also believe the ECM should overturn the decision if he's to do his job properly.

As you both have ILR and only in India for 6 months, your twins would definately be British citizens after your return to the UK. I really dont think there's any difference, it's a question when? Unless you never returned to the UK in 2 years on your ILR.

Yes other person liable for the charge, means other persons responsible for the payment of that council tax charge. Still will not tell you the number of people living in a house.
