She can apply for citizenship on the basis of marriage to an Irish national once you have held your Irish citizenship for 3 years. The 3 years starts counting from when you received your Irish citizenship.

I think it depends on which department is dealing with it. They say that marriage to an Irish National does not grant automatic right to reside. By the lack of replies it would lead me to believe there are not that many applications for stamp 4 on the basis of marriage to an Irish national (and the applicant being undocumented).
