If you are already an Irish Citizen, you do not need a permanent residence certificate. You also do not require medical insurance, but your spouse will. I think reporting someone should be the last step. Unless there are serious or criminal issues involved, for example, forced marriage to gain residency or lies to get someone to marry them to then gain residency.
