Why is the HO find it very hard to issue RC to an extended family members (brothers, sisters and cousins of an EEA member)?

I called Liverpool today and I was told by their machine to call back on wednesday when they are fully staff.
What is going on with the HO regarding the EEA2 applications?
I believe it's high time we come out and do something about the delay and short staff issue.

hi

Give the HO ten working days and if you didn't receive your Certificate of application, you start calling them every day by 9am on the dot.
Don't give them breathing space all, before the end of April you might get it if your claim is ok.
