It is indeed mentioned among important reasons. The application costs £65 - this is how much you risk. I would go for it if all other requirement are met.

Strictly speaking, no. But as you can travel to the UK without visa and stay for up to 6 months, there should not be a problem if you explain to immigration officer your situation and show him the police report.

Try to type it differently, i.e. Tier 2 ICT etc. I do not think it is that important. Especially, if the system allows you to continue.

I would not advise to travel until absolutely nessasary untill all paperwork is sorted 100%. There are too many variables in situations like this which are out of your control.
