I would not advise to travel until absolutely nessasary untill all paperwork is sorted 100%. There are too many variables in situations like this which are out of your control.

I would not risk it until it is absolutely necessary. There are too many variables here out of your control.

HO might reject your application without passport, if you have no good reason why you did not send it. They, probably, would want to see the reason why you cannot obtain a new one. https://www.gov.uk/tier-2-general/family-members - this answers most of your questions. I do not think you need to pay for giving birth to the baby in the UK since you pay NI contributions and have free NHS. They may ask for the documents they want. There is no point to gues how much they want to see. Just show them what you have.

You can try, but it, probably, will be refused and the fee, probably, won't be returned. 6 months is not a guaranteed period of making a decision on application.
