They r right, only family members of eea nationals (not brits) can apply on family permit applications, ur mom should apply under visitor visa rules and pay the fee.

Those with PR can apply for naturalisation a year after they automatically acquired PR (with additional docs to prove entitlement) or a year after date on PR. The only exemption to the 1-year waiting rule applies to spouses of British citizens, which u r not, right?

I think, the FPN becomes spent after 5 years, that's y all the insurance companies ask if u had any convictions in last 5 years. So wait till it's 5 years since ur fpn from 2007 and only then declare the 2012 fpn when applying.
