...sigh... It is not a new rule, one may apply for naturalisation upon obtaining ILR if married to a brit and satisfies residence requirements. The questions is- how will that person obtain ILR in the first place! Not that they can apply to naturalise, ilr is more difficult per se.

why don't you complain to the NWCSU@homeoffice.gsi.gov.uk or whoever signed your attached covering letter when you received your EEA2? This is unacceptable if you provided all the proof etc so you may also complain to your MP as you waited like a door handle for around 6 months for their cok up!
