She should wait till July 2012 to apply based on the year( July 2006 )
and you mentioned she is doing ESOL so if she successfuly finish her ESOL then she doesn't need to pass "Life in the UK test" :wink:

According to my knowledge the answer is No because ur EEA nationality will be withdrawn once you become British Citizen. So u have to wait until u receive ur british passport. European citizens can't have 2 european nationalities at a time... Depends on country. Most of the EU countries allow dual ...

It doesn't matter how long they take to update their record...ur friend should notify them because once he gets married and if HO raise any query then he can reply that he did notify HO.

My recommendation is to apply for an extention Tier 1 visa and then apply fir ILR in July 2012

No its not because HO wants to see the UK entry and UK exit dates... not the ones which are for on-going travel.

Ask ur MP to write them a letter... I have seen many cases where MP's letter does make a difference :)

You have to list all of them. Caseworker can match those dates. HO does have an access to every applicant's entry and exit dates.
