Utility bills not required... however you said you are living in shared accommodation. Does this reflected in the tenancy agreement you are providing as one of the supporting document?

1. Maintenance fund proof - £600 per dependent (total £1200 for consecutive 90 days)
2. Marriage certificate in English
3. Birth Certificate of child (parents name in child's passport is highly recommended)
4. proof of subsisting relationship with your husband

what income document did you showed?
what is the exact wording for refusal?
since you already applied for appeal and providing accountant letter to prove your point, didn't you enclosed the same letter with the initial application?

if you baby born in UK, he/she will be eligible of BC once you get ILR.
If the birth happen outside UK, the usual dependant rule will apply...
