When does the 320 7c exemption apply then when they can still refuse my flr(m) ? Can I appeal against this decision I have no ties with my home country?

Hi i just read on a different website that any of the automatic refusals dont apply if ur applying for spouse visa.. Not following the terms of the visa is breach of my conditions but the exemption under 320 7c covers me i guess? U can shed some light on this too please...
