As far as I'm concerned most of the border guards lack knowledge when it comes to eea regulations, especially for eea family member. Your spouse's account balance is irrelevant and should not be submitted for an eea app. She'll derive her right from you (EU citizen) as 'EUsmileWEallsmile' said above. You are the one that need to provide proof that you're exercising treaty right.

I must say, I had several letters sent to me through my MP from HO and I used one of this letters at the embassy. The embassy don't care what your status is, they just want to make sure you are know to HO in other to protect themselves.

Usually about a week, this may vary depending on how busy TLS contact is. Booking directly with the embassy will take longer and be sure you have every document required or your visa will be a guaranteed refusal. As it was in my case when I didn't provide an original lodging attestation.
