In case of expired passport the Residence permit maybe issued on A4 sized page. Before that you maybe called by caseworker for an interview along with your EU national partner.

At the moment there is no escape for EU national from WRS scheme which was in enforced between 2004-2011 as nothing officially be announced/implemented about it. Therefore, it will be wise to cover that period when the EU national wasn't registered with WRS scheme through self sufficiency.

No. You should have passport in order to proceed to application for RC. But if you are already eligible for Italian citizenship then you don't need to apply for RC.

It will be more wiser to apply eea2 RC when your EU national partner will find new work or become self sufficient because convincing the caseworker on the basis of job seeking activities is extremely difficult although job seeking is one of the mode to exercise treaty rights.

As you said that you have sent the original national identity card which is absolutely fine. Perhaps the caseworker overlooked it. You must immediately write back to the caseworker on the address written on coa to send you the correct coa as you have sent all the necessary documents.

If you have not provided them with the necessary documents as written on application form then they are right in not confirming your right to work although they mistakenly issued you with th e COA relating to unmarried partner.

Usually a permanent job is temporary/probationary at start which should at least be known to caseworker. Yes you should send these documents to caseworker before they try to contact the old employer which can cause refusal. Employer letter and job contract should be sufficient as long as the new job is verifiable on caseworker enquiry.

Wrs scheme was abolished in may 2011, therefore, better to wait until may instead march unless the EU national can prove to have excerised alternative mode of treaty rights such as self sufficiency/student/self employement etc during march-may.
