You need to "book" an appointment in 15 days (for any date that may be available and is convenient for you) not (necessarily) "attend" an appointment in those 15 days.

You will probably have to get someone to keep an eye on the post, that would be the best option till you return back.

You DON'T need letter from NARIC to confirm the ENGLISH level, only SOC letter confirming the degree will suffice.
