declaring a fixed penalty notice

i have seen a lot of info on this subject but just want to confirm, i am going to apply for citizenship soon. i had a FPN for speeding in 2010 which i paid and also got 3 points on my license. I didnt declare that for my ILR application and there was no problem, so i assume i dont need to declare it...

I have been working in the UK since the last 5 years. I got ILR this june 2011 on the basis of 3 years WP + 2 years Tier 1. I would be applying for citizenship in june 2012. how lonf does tha pplication process takes

I would like to know from other people's experience how long does the UKBA normally take for mostly straightforward applications of citizenship?
it says on their website 95% are decided within 3 months, but that doenst really give any concrete idea
