I can feel your pain. My application was posted on the 11th January, and they didn't even debit the card! Like the EEA4, I am always put in the bad queue!
I am paranoid because I am checking the payment slip and there's no space to sign. How can they debit the card without signing authorizing it?

If he has been since 2006 on the European route, this year he should qualify for permanent residence.
Why do you want to change for SET? If he would do this now, he would be permanent only in 2013.

The permanent residence card is only a confirmation of the rights you already acquired. Count 5 years from the date you have been a dependent of the EEA family member and plus 1 year of the "automatic" permanent residence.
