I suspect that it's due to the fact that a UK driving licence can in some cases be used to verify identity. Something that the HO want to prevent for someone who has no legal residence. It is all about being protestant / catholic, Sinn Fein and all that gimmicks. Some people did not grow over their totemism mentality. How is this ever relevant to the immigration decisions whether to relinquish one citizenship in favour of another?! [sigh].
