Your deposit must be protected by one of participating Tenancy deposit protection scheme. Find out who is yours and can use arbitrator of your scheme, it is free for tenant and less hassle I think.

thanks for the reply I have checked this list and I couldn't find EdExcel name in this, but I was surprised that organizations like LearnDirect are giving ESOL certificates awarded by EdExcel.....so how can they give their certificate when it is not accepted? It looks like edexcel is approved award...

Sorry to hear that, Have you given an option to appeal? I think it's a strong case as question is not very clear and you do not gain anything by hiding the details but may take long time. I am not sure whether you can immediately apply again as section 320(7A) invoke automatic refusal for one year. ...

if it's 3 months short only, then you may try postal application, these days it takes 5-6 months and visa is mostly granted from date of application(not guaranteed). so in all you may get covered because in delay in processing.

You can refer above guideline mentioned in my notes, it should be enough, it's common practice and most of the case worker are aware of the rules.
