Regrading point2 - I am applying 28 days before the date of visa stamping, so technically I haven't completed 5 years of stay. Hence my question.

The post gives conflicting information - while some were told Cardiff can't handle such cases, Peacock4 was fine.

Yes you can.
I did my biometrics at Earl's Court post office on a Saturday.
The post office is open till 12:30 but you have to reach there by 11.
