Once he becomes BC, you can apply exactly 3 years of your intial entry to UK so if you came to UK in 2010 then you can apply this year (permitting if you meet other requirements)

My understanding is professional referee can be of any nationality but personal referee has to be BC (with professional qualification or older than 25 years)

There is no longer a requirement to wait 5 days, the OP can travel on the same day he attends NCS if he wishes.
