Because you only appear to have completed 30 months on your FLR(FP) visa. You can't combine it with the previous period of 30 months spent on your spouse visa. As a non-EEA citizen without PR on EEA migration route, you probably have the fewest sponsorship rights of any category of people in the UK.

Do you have permanent residence? If not, on what basis have you and your sister remained in the UK? Her residence card would have become invalid as soon as you lost your EEA sponsor.

Section 1(4) registrations (form T) are not very common as it's obviously not a common situation.

The eligibility requirements are that you:

1) were born in the UK
2) have lived in the UK for the first 10 years of your life with minimal absences (max 90 days per year)

A "PR card" and a "DCPR" are basically the same thing, they are just issued in different formats for EEA citizens and non-EEA citizens. Bear in mind that an SAR may not reveal much (if any) of your travel as you are an EEA citizen. If you have no hope of Tier 1 or Tier 2 then Tier 4 is probably your last bet.

There is no boyfriend/girlfriend visa. Your options are pretty much:

get engaged/married and apply for spouse visa
partner applies for Tier1/Tier2/Tier4 visa in her own right.

I was over 60 years old at the time of return and qualified for UK pension credit, so became economically inactive. My reading of the regulations at the time led me to believe my wife could be entitled to Permanent Residence immediately, so duly applied. That was refused but a 5 year Residence Card...
