As far as your husband's present Tier 2 status is concerned, if his job change didn't involve a change of sponsor, change of SOC code/salary there is no need to make a change of employment application or inform anyone. The sponsor NHS trust will have informed UKBA of the change of his work location....

On the application form note the need to show knowledge of English which wasn't a requirement for his work permit. He should take an English test.

When you get the sponsor licence you should assign a CoS to the prospective employee. This is done online through the SMS (Sponsor Management System). Your friend had a T2 ICT visa in 2010 but only stayed 3 months in the UK and then left his employer. His visa was presumably valid for 3 years. It is the application date that matters, not the visa start date. If you applied on 25 March 2011 then it was under the rules before 6 April 2011.

It was your employer's responsibility (not yours) to determine the SOC code when they assigned the CoS to you. If they put SOC code 2132 Graduate Developer in the CoS they must have known what that means as per the quote above.
