You would need to prove that the Cape Town certificate of education is equivalent to or above a UK bachelor's degree. Your post graduate certificate of education from Cape Town would only count if it was "equivalent to a UK Bachelors degree or above" (see para 118 in the T2 policy guidance). If there is a problem with English you can always take a test (level B1 on the CEFR required).

You cannot switch from T2 ICT Short Term Staff to Tier 2 General in-country. You will have to leave the UK, wait 12 months until your present leave expires or is curtailed (the cooling-off period) and then apply for T2G entry clearance from abroad once you have been assigned a CoS.

Read the T2 policy guidance and the help text attached to the application form carefully. You will see that only original supporting documents are accepted, copies are not.
