One of my friend got married in the UK and prior to that he was here on a student visa. He's interested to know if he can apply for his ILR under the 10 years rule as he'll be completing his 10 years of Lawfull residence in the UK this year.

PCNS doesn't really counts. You dont have no more than 1 FPN in the last 12 months before applying for your BC that's all I know to the best of my knowledge.

Mate lets face it if you live in London you get on PCN almost every next month.
