It is not a must to put in the special delivery envelope with your documents. UKBA are obliged to send the documents by first class, but like fellow member (ashehzi) said for extra safety you can do

Tier 1 General is highly skilled they are refering to tier 2 workers who do not neccessarily have to show they are earning up to a treashold level of money but they will now need to prove that ammount. Cah IsA is a savings acc anyway. Home Office accept money from savings acc. I would suggest u a ask your bank if u can access all the funds in theISA anytime, if no restrictions on how much u can collect then u should be ok to use it
