You cannot travel out of the UK while you have an application pending. If you do, your application will be considered withdrawn.

Tier 4 holders are exempted from RMLT, dont worry. Your application should be alright even if employer didn't mentioned about ref.no.
The user is a tier 4 DEPENDENT, not a tier 4 main visa holder.

Yes you can, but it might not tell you anything other than your current brp validity.

1. Probably yes.

2. New number.

3. Usually immediately if you have your last BRP and it is not expired.

4. It will be for three years as that is what the rules state. You will have to wait till you receive your BRP card for the exact dates.

Yes. It also is not a 'new rule'. It has been in place since December 2014 for Citizenship applications.
Can he apply?
Highly likely to be refused. He will likely only be able to apply in 2024, 10 years from the date he got his spouse visa.

So if you complete the section for absence, then it is fine. Only absences from 31 May 2018 when her last visa are issued are relevant and need to be declared.

This is not an immigration issue. This is an issue to do with your employer.

Nothing prevents you from continuing to work as a tier 2 dependent.

What requirements your employer chooses is up to them. You need to get clarity from HR.
