Yes. You also need LIUK and proof that you meet the English language requirement. A UK degree will be sufficient.

You will need to wait the full 12 months as a cooling off period before you can apply for Tier 2 General from your home country.

As a Tier 2 Dependent, you have full work rights, so I don't understand your employers stance.

They cannot apply for ILR with you (if that is what you mean by ILR Dependent).

They can apply on FLR(M) once you are granted ILR but this will be a new 5 year route to ILR for your dependents.

No, you don't qualify for ILR as Tier 2 ICT issued after 6th April 2010 no longer leads to ILR.

Renewable (like a drivers license) if you are resident in the relevant country that you qualified for PR in. @ noajthan, perhaps the OP is confused given that the UK Immigration rules allow the 28 days before scenario. Not applicable to EEA route though as you say, has to be 5 full years.
