No, the rules haven't changed. Only in exceptionally compelling and compassionate reasons, can a visa be extended. It is not possible simply because you want to stay.

What is the duration of the CoS?

You pay IHS of £200 per year or pro rata for part year.

No drivers licence does not help. For entry to the UK, you could have used your Italian national ID card.

Do you have a Document certifying permanent residence?

If all else fails, will I be able to leave and return to the UK on my South African Passport if on my return I can prove that I have been living here legally for the past 15 years? What is likely to happen if I do this? You cannot enter the UK on a SA passport as you require a visa to enter the UK....

Was child born in the UK??

Your child is not British so cannot apply for a passport. You have to register the child as British first on form MN1.

Is there really any harm in carrying them with you? If NCS take them then great, if not, not big deal. HO will check your tax affairs against your NI number.

A BRP is not issued if the visa validity is less than 6 months.

As the visa in her passport expires the same time as yours, that is all she needs right now. She will get a BRP when she extends her visa.

What visa did you have and what visa have you applied for?

Does your visa state 'no public funds'??

Council housing in in very short supply and there are very long waiting lists, so don't expect any miracles IF you qualify (which I don't believe you do)

Children are REGISTERED. Only adults are naturalisased.

If you were on the EEA route for 6 years, you need to provide evidence of ex exercising treaty rights for the WHOLE 6 years. The Set(LR) form is very clear on this.
