No, you will have to apply using your old name. HO won't issue or approve citizenship in a name that does not match your foreign passport.

The appointment date MUST be within the 28 day period before reaching 10 years residence from date of first entry to the UK. You can book in advance, which should be fine.

For PBS Dependents, it is counted from the date of ENTRY to the UK. You will qualify for ILR no sooner than 28 days before 23 December 2017.

Employment is not a requirement for citizenship and you can state 'unemployed'.

You must however state all your employment in the form as asked.
