You can only apply for a British passport if you are a British citizen.

You must apply to naturalise as British citizen first.

If you are married to a British citizen, you can apply now, if you meet all the requirements (physically present exactly 3 years ago, within the absence limit etc.)

No. The applicant for a spouse visa must still meet the requirements, although the financial requirement will be less if the child is BC.

Admin review is for HO makes an error in an application that was refused. In your case, they don't appear to have made an error so are likely to ignore new information/evidence.

There is no 'priority admin review'.
