The 28 days has recently been reduced to 14 days. Also, this period is not supposed to be used to 'tie up last bits' before leaving. If you leave the UK, you will be subject to the 12 month cooling off period before you can apply for Tier 2 again.

You can only apply online now. To do this, you require a CoS as the form will not let you continue if you do not put the information in.

The links relate to a naturalised British parent and a British National (Overseas) parent who registered under 4B of the BNA

You state you parent is a BOC, which is different.
