Maybe you mixed up things. A EU citizen doesn't have to register his presence at the Auslaenderbehoerde (Foreigners Registration Office). It was necessary before 2013 but they waived that duty. Since you are in Germany on a residence permit and not a visitor visa, you should be able to apply from Germany as it is your country of ordinary residence.

Just register your residence with the local municipality, make an appointment with the Ausländerbehörde that falls within 90 days of arriving (so don't dawdle, get this sorted ASAP) and they can't ask you for finances, job or health insurance. You can't. Start putting the money you receive from you second job into the bank right after you receive it - the exact amount, not a penny more or less! Then after six months, reapply. Sorry to be the bearer of bad news but it is specified in the required evidence that the money shown on payslips ...

Depending on where it will be heard, appeals can take a year or longer.
