I would apply After 18th February 2013 if I were you; it's very suspicious to arrive on the 27th November and go out straight away on the 1st December 2007.

If you apply before ensure you have a valid reason and enough evidence for your first trip.

The fine was thru magistrate court in Scotland. I pleaded guilty in court.
Went to court due to being driving with international license on my first year.

I think the changes on ROA 1974 are definitely something in the right direction; However, we just have to wait until proper guidelines from the home office come. before that, it's just speculation from the members of this board.
