Yes you can sponsor someone if your in a council house.
I reguarly supply letters to tenants who wish to do this. Just go to your local housing office and get them to confirm in a letter that you are the tenant and that they have no objection to you having someone come and stay.

Generally you need to get any foreign document translated and then verified by the country you obtained the original from. An embassy from that country can do this I believe.

Yes they just do once a month for some reason.
I believe the private one is around the £90 mark.

If anyone plans to do NCS via Brighton and Hove City Council they are not doing the NCS as the member of staff has left and they are awaiting a new staff member being trained up by UKBA.
