Normally they will retain your documents and they will send their decision
and your documents by post.Postal timescales (6 months) will be applied while processng your application . No need to pay any additional fee.

It refers to New citizenship bill which makes qualifying period for ILR as 8 years. you won't be getting that automatically. After 5 years , you go into probationary citzenship and wait for 3 years to get ILR.
So your existing Leave to remain won't help you If new laws come into effect
