Why do you have to find a rationale of why and how ukba decides who can act as a referee?

They decide, and have given a list of people they accept as referees. That should be the end of matter.

When a passport expires, and you renew it, usually the passport authority of that country cuts the passport's corner. This means the passport is cancelled. So, in most cases, an expired passport will be a cancelled passport if a new one has been obtained.

Naturalisation is a different story and whatever name you chose/change for yourselves is a different story. You can either change your name now, and then apply for naturalisation in your new name, and you can naturalise in your current name and later on change your name. Its your decision, not UKBA's.

You can reapply whenever you want. No waiting period as such.

But if you do not disclose something which you should, then UKBA will refuse your application and also bar you from naturalisation for 10 years.
