If they ask again then its better to appear in trinity b1 exam (cost £150) rather then go for fast track Naric letter ( cost £250) you will get dates within a week and certificate also deliver in 4-7 days time.

As mention clearly in Good Character requirments link there is no need to declare simple Penality charge notice in Appication form. If you search on the forumn you may find many people get naturalisation without mentioning PCN. but even if you are not satisfied then you can inform to UKBA in writting.
