Tier 1 General closing for main applicants not for dependents so your wife will be able to extend her leave as T 1 G dependent without any problem until she qualify for ILR.

If PBS calculator awarding minimum 20 points for qualification and 10 points for english language then yes degree certificate and PBS print out is sufficient.

Phone them on 0844 371 3335 and provide your post code they will let you know if they have any outstanding delivery for you .
if they have then you can rearrange redelivery or can pick your self one of their depot.

If you already submitted self assessment then you don't need to do any thing HMRC will inform your new employer regarding new tax code and they will refund overpaid tax if any.

self assessment is compulsory only for self employed or directors of limited company.
employees don't need to submit self assessment unless ask by HMRC because their tax automatically deducted from their salaries.

She will apply further extension as PBS tier 1 dependent until she qualify for ILR after 5 years.

If she applies FLR(M) her continuous residence clock will reset and she have to spend again 5 years to qualify for ILR.

Yon don't need to apply Tier 1 General dependent or ILR for your second daughter As she born in UK so she will be directly eligible to apply British Citizenship on MN1 form straight after both or one parent got ILR/Settlement. https://www.gov.uk/government/publications/application-to-register-child-...
