40 days means you have to wait upto 40 days. You just send your request one week before and waiting for outcome ? :?

Phone HM passport office they will ask few details like name, D.O.B. Address etc and barcode reference no which is on POST OFFICE receipt and let you know exactly when did they received your application.

I think as once they know the application is successful via council and home office and process the passport . The same like when home refused naturalisation they also inform to passport office the application is unsuccessful the application automatically considered withdrawn.

Yes it's clearly mention on NCS sites of application got refusal passports fee will no be refunded. It seems they refused more applications and make more money. :D

Applying individually or togather makes no difference you'll get approval at same time. 3-4 months is roughly average time as you applied in Mid of Feb only two months before so please be patient for atleast next 2 months your stress doesn't makes any impact on home office decision they take as much...

If they ask again then its better to appear in trinity b1 exam (cost £150) rather then go for fast track Naric letter ( cost £250) you will get dates within a week and certificate also deliver in 4-7 days time.
