By looking at the posts so far it looks like it taking on average 3-4 weeks from the date of the application to the date of bio-metrics letter received.

I would always recommend using NCS as you can always end up with a situation where you need to travel urgently. When you say 3 years residence i presume you applied as spouse/partner of British citizen. You applied on 10th March and by looking at your absences you were out of the country from 20-04-2012 to 06-05-2012 so you should be okay meeting the residential requirements

I don't know what is the problem here. If you accepted that you were driving and you got penalty points and fine then there will be no rejection but if you challenged it and went to court and then you were proven guilty then definitely a rejection.
