If you are applying for a second extension or ILR and already had submitted the company accounts to show the mandatory investment in previous successful application than you don't need to show it again.

Does this means that any absence after a successful EC/LTR application as PBS dependent after Jan 18 will restrict PBS migrant to maintain continuous leave but any number of absence before this date will be disregarded?

Your time under 3C(while decision pending for previous application) will be considered as continuos toward 5 year residency. At Section 4 Part P of your application (06/17) you need to check the box for "Evidence previously submitted/considered to automatically meet" and straight go to section Q which is maintenance requirement.

The Period in which your case was under consideration (except overstaying/ out of time application) will be count toward valid stay i.e. covered under 3C. So Yes, employment period will count.

If Bank statement is dully signed and stamped by the concerned official by the approved Financial Institute it will be accepted (except mini statement) and points will be awarded.
Your Tier 4 sponsor can also confirm this.
